He's totally ripped (damm look at the arms) but i am thinking it is all drugs and no hard training because his legs are tiny and he does have a decent upper body....but the drugs have increased the size of his waist quite drastically.

Or maybe just very average genetics for building size and in the process of trying to get massive (re: many many drugs) his waist just got a lot bigger.
