You need to have a script in Cali but I've never been denied walking into a CVS and buying some.  By law they have to sell them to you, but they make you sign this book which you can just fill out with a fake name and info.

I am surprised some states make it illegal to buy syringes. Thats like not selling an underaged kid a condom. Maybe everyone should just share their needles
