I would say that pic was taken circa '97... He really brought in his glute muscles that year, if I remember correctly

A lot of people have an amused interest in it..rather like one may like midget throwing, or topless darts.

It is fun to laugh at musclemen and those that love them. Plus it went the way of the freakshow in the early 90s and since then it's more like watching the Rocky Horror Picture Show, something titillating and not serious.
