Perhaps some of the money being wasted on the "war on drugs" would better be spent policing the population to enforce the filing of a tax return on a yearly basis. That way, it would never come to jailing somebody. If Wesley Snipes copped a fine the first year he didn't do it, he wouldn't be doing that again.
I wonder how successful prevention would be if they allowed people to smoke crack freely for a decade before reigning them in
