Not to defend Vince but taking pics of topless women on a PUBLIC beach I don't think would be illegal.  They are on a public beach.  The kid thing I didn't see.    And I highly doubt posting them on a board with the reputation of this one would be something other than a joke to any authorities.  He isn't even charging for them.  The naked pics everyone posts on this board and the sex board are probably more illegal than his.
