Absolutely.
Let us compare the black/white stuff to ant colonies. Ant colonies are perversely complex, with millions of ants working to creates thousands of halls, food stortage rooms, egg rooms and so on. The whole colony works great, yet, NOBODY is in real time control. The complexity of the ant colony is created from spontaneous interaction between millions of ants with simple instructions for interaction and behaviour that is encoded in their genes. On the single ant level, the interactions might seem almost completely spontane! Thus, the ant colony is a non linear system with chaotic phenomena that is in large determined by the single instructions in each ant, when the ants spontaneously interact. Change the initial conditions just a little bit, and the whole ant colony would change completely.
The same probably holds true for humans. The prime reasons for the original difference (before teh mixing) between the "blacks/whites/oriental" societies = probably that the complexity that evolved (the complex society) became different because of slight differences in each average humans genes (= initial conditions).
And since these differences in "initial conditions" are still with us, many blacks might have more problems surviving and thriving in a modern western society because their programmed set of rules simply does not work with the complexity in which the person is supposed to live. It would be like putting a bee inside an ant farm: It does not play out well for the ant colony. (brutal extreme example).
Of course, this is highly speculative, but indicated by how different the historical societies of different races are (even if we take different living conditions out of it), and how we still see the differences in the individuals today (all the genetic differences between the races, even the IQ ones

)
Of course, this is highly speculative, and not to be taken as a fact. But the suspicion that this might be the case = there. The ant colony works best when most ants have the same initial conditions programmed in, as the complexity that evolves serves the "common good" and can more easily be predicted.
Some fools might doubt the main idea here, so lets examplify this: If you make an entire society up out of people with an average IQ of 120 or 130, and remove genetical predispositions for diseases and so on, the main output of this society, if given 100 units of resources W I L L be completely different than if you make up another society that gets 100 units of resources, a society with the same amount of members that have an average IQ of 90, and that are not stripped of genetical predispositions for diseases. Simple concept really: Different initial conditions = a different result when the system develops over time.
Also, if you take IQ and shit out of the equation, but simply look at the "behavioural encoding" of each individual, having different encodings that leads to a poorly functioning system = a bad idea (and since these encodings = in teh genes, well well

). Some of it might be possible to overcome with social conditioning, but the problem will still remain, and it can probably not be fixed with wealth, social conditioning or squat. It is just like the ant farm. It does not work if each ant is not programmed with the exact rules that forms the complex ant colony when the ants spontaneously interact.
This is all fucked up really, because in a modern human society, nobody is really in real time control, yet, the development of the society, albeit a result of chaotic occurences on many levels still has some order to it, it leads to a certain direction, and this is a result of how each individual is (again, due to the average individual being the "intial conditions", and the emerging complexity albeit being seemingly random is in reality eventually decided to a large degree by the initial conditions). Thus, the average quality and "make up" of the individual might eventually be the best predictor of where the society = headed. So, the most successful society = probably the one that most cynically controls the "initial conditions", meaning, the ones that are the most politically incorrect.
