First few movie reviews I have read are pretty bad.
See on IMDB Lou Ferrigno reprises his role as a security guard.

strange they'd attempt to make a second blockbuster after the first one tanked

The first one tanked in theaters?  I saw it on DVD and was a little disappointed, but mostly because it seemed to rely more on special effects than a good storyline.  From what I've read about the sequel, it has the potential of being better, if only because there's a supervillain in it.  Kind of why superman II was better than superman I IMO.

The reason the first one tanked was because there weren't any action scenes filmed in slo-mo the way the TV show did it.

Hulk running 70 miles an hour in slow motion jazzes things up.

I don't think this is considered a sequel
more of a different version of the same Marvel Superhero
(sequels tend to have the same actors + this Hulk is quite different looking)
