I have the same kinda biceps, not as big of course ;D but they are flat, you can see well in that picture that his Tricep is overpowering

The lack of chest was mentioned, but not the fact that he has very high lats, and little thickness to them as well.

I'm guessing you didn't look at his MM, and look at the rest of the pic. His waist is wide, with the the lack of lats give him a "Y" look. His arms overpower his chest, a la Lee Priest. He has a good gym body though.
