It's not as scandalous as it seems. Very often a photographer will have his camera set to take a series of photos in very rapid succession in order to capture images of something in motion (like a humming bird in flight, a car on a racetrack, a posing bodybuilder). The point of this is to capture as many images as one can without having to worry about capturing any single "perfect" shot. Later, in development, the best/desired shots can be selected for use/publication. Most of the photos taken are discarded and/or never used.
As to the why... that particular photo was a prelude to a series of back shots of Quincy.
