The law required citizens to report anything that could be considered "a national security threat"  Not so different from here.  Remember Bush started that citizen spy thing where citizens and companies could sign up to spy on other citizens and report "anything suspicious"  Well I'm sorry but if you specifically see and know of something that is a "National Security threat" and don't report it, by US Law, you could be held accountable although not likely to happen.  Anyway, as Bush backtracked on the citizen spy program, Chavez did too.  I can understand their extra paranoia when you have the world superpower subversively funding opposition and seeking to undermine everything you do.  I'm willing to bet shit like this wouldn't happen without us breathing down his neck.

Clowny's Syriana sucked, I can't wait for this hollywood blockbuster to dive as well, haha. I would dare Clooney to try to paint this guy as a victim.
