Fatty acid metabolism

Is the body continuously breaking down and reforming fats?  I get the impression things like GH work (although slowly) for fat loss from the increased levels of free fatty acids in the blood, so they're more prone to be burned as fuel.  Is that why morning cardio is hailed as being so effective?  The heightened FFA levels get burned off before reforming into fatty tissue in the presence of alternate fuel sources (from breakfast)?

If that's the case, wouldn't frequent low intensity cardio sessions of short duration be the most effective for burning off the FFA that are already in the blood?  Any thoughts?
