Yes.  If getting wasted is regularly thought of as a good pastime, something is lacking in the parenting department.

Appreciating alcoholic drinks should be a part of someone's overall aesthetic.  I wouldn't stigmatize alcohol by banning it.  Instead, I'd promote its appreciation by pointing out the depth and balance of flavor found in a good wine/beer/liquor/cocktail as opposed to a bad one.  I'd make the point that drinking to the point of drunkenness shows only gluttonous indulgence, the opposite of true appreciation.

Same thing goes for food.  It's no coincidence that the kids who think shotgunning beers is a good way to spend a Sat night have parents who think that a restaurant that gives you more than one fork is too fancy.
