Yup he did do this. The 'so-called' Negro Leagues is actually what it was called.

There was a Negro National League, a Negro American League, a Negro Southern League and so on. Even if the EXISTENCE of separate baseball leagues for black players was itself a product of racism, it’s not racist to call something by the name it called itself at the time.
