Yup he did do this. The 'so-called' Negro Leagues is actually what it was called.

There was a Negro National League, a Negro American League, a Negro Southern League and so on. Even if the EXISTENCE of separate baseball leagues for black players was itself a product of racism, it’s not racist to call something by the name it called itself at the time.
This is what President Biden said, “I’ve adopted the attitude of the great Negro — at the time, pitcher in the Negro Leagues, went on to become a great pitcher in the pros, in the — Major League Baseball after Jackie Robinson,” Biden said. “His name was Satchel Paige.” Interpret it however you like.
