Are Phil's arms really that big...or seem to be in comparsion to his upperbody?  His measurements vs Flex or Lee Priest ? Ronnie's are better with the double/split peck biceps.

IMO, pound for pound, priests arms are #1. If not for anything else but for forearm development. Lee HAS BI's & TRI's & forearms just add to it.

Yea i "get" ronnie & flex are bigger people, but lee has it.

You are exactly right , ARMS include foreARMS and proportion & balance between the entire arm and Priest has it all
