Author rips senator's universal mortgage credit as socialist 'welfare'

After John McCain ripped his opponent's universal mortgage credit as "welfare" because it would give funds to non-taxpaying citizens, Barack Obama's campaign announced a work requirement for the proposal – but "The Audacity of Deceit" author Brad O'Leary said the plan remains a form of socialist wealth redistribution.

"No matter how Barack Obama tries to dress-up his tax welfare plan, it is still a welfare plan," O'Leary said in a statement. "Under Obama's massive plan for wealth redistribution, 44 percent of Americans will never pay federal income taxes, and many of these folks will also receive bonus, or 'welfare,' checks from the government."

According to ABC News, Obama adviser Austan Goolsbee said a work requirement was added to silence critics such as O'Leary who claim the plan takes money from working citizens and redistributes it to people who do not pay taxes.

"They started saying this was welfare," Goolsbee said. "So, just so they would absolutely not be able to say that, we decided that for the last two percent we'll simply add a work requirement."

The Obama campaign claims its tax proposal will give an average of $500 to 10 million homeowners making less than $50,000 per year, ABC News reported. The campaign says the mortgage credit is meant to provide money to taxpayers who don't itemize.

Goolsbee and McCain adviser Douglas Holtz-Eakin discussed Obama's 10 percent mortgage credit plan Tuesday at a Council on Foreign Relations debate. Goolsbee said each of the working recipients of the mortgage credit will have paid Social Security and Medicare contributions through required payroll taxes, even though some don't pay actual income taxes.

"All of the people that are receiving this credit are paying payroll taxes under Obama's program," Goolsbee said. "So it's completely not true that they aren't paying taxes. To say that it's welfare, as John McCain has said when John McCain's own health-care credit of $5,000 is completely refundable and going to every single one of the people that they're saying is on welfare, is almost unbelievable. It makes my head want to explode."

Goolsbee said the work requirement was added to the proposal two weeks ago, though it had not been publicly announced. However, Holtz-Eakin suggested the camp simply came up with the idea for the debate.

"I think they just made it up," Holtz-Eakin told ABC News. "They will say anything in the moment. This is like trying to pin Jello to the wall."

Holtz-Eakin argued Obama's tax plan isn't consistent with his record. He said Obama voted 94 times for higher taxes in the Senate and promised trillions of dollars in new spending, despite the fact that 44 percent of Americans don't pay income taxes.

"How do you sustain those three fundamental contradictions for any length of time?" he asked. "Well, he's very good. He's verbally one of the most talented people we've ever seen. And he did it for a long time until he walked into some plumber's driveway. That was his mistake."

In a widely publicized moment, Obama explained his economic policy to an Ohio plumber Oct. 12 saying, "I think when you spread the wealth around, it's good for everybody."

However, O'Leary, author of "The Audacity of Deceit" and president of ATI News, condemned Obama's tax proposal, saying it threatens the fiscal wellbeing of the country.

"Obama's economic plan is clear," he said. "He wants to achieve his brand of social justice through wealth redistribution, while completely ignoring economic growth. When you combine his socialist redistribution plan and his plan to raise barriers to free trade, you have toxic mix that could drive the American economy deep into depression."

O'Leary referenced an Oct. 17-20 ATI-News/Zogby poll that shows a majority of undecided voters disagree with plans to "spread the wealth around."

"Our poll results show that undecided voters overwhelmingly reject Obama's economic plan to redistribute wealth," he said.

The poll surveyed 1,214 likely voters who were asked the following question: "John McCain and other critics say Barack Obama is heavily influenced by people and organizations which seek social justice through redistribution of wealth in America. Do you agree or disagree with efforts to bring social justice by the redistribution of wealth?"

A total of 57 percent of undecided voters said they disagreed with efforts to redistribute wealth, while only 24 percent agreed (19 percent said they are not sure).

"In his candid conversation with 'Joe the plumber,' Obama made clear that his main economic goal is to redistribute wealth, not strengthen and grow our economy," O'Leary said. "This is pure socialism, albeit thinly veiled, and it does not resonate with hard-working Americans who would rather keep their money than have Obama redistribute it to his favorite constituencies."

O'Leary said Obama is less like the young and inexperienced John F. Kennedy, as many of his supporters declare, and more reminiscent of another former U.S. leader who failed to end America's downward spiral into deep depression.

"Obama isn't the second coming of JFK," he said. "He's the reincarnation of Herbert Hoover."

These are the real issues and what we should be focusing on, not all the bullshit...but this post gets less responces than the juicy dirt.  I know Decker will respond with an intelligent and contrary opinion..but few others on the far left here care to weigh in on real policy debates.  I guess slinging mud from both sides is more interesting.

Everyone has more money to buy crap they don't need, save for retirement, and invest in (what's left of it) the market.

Corporate deductions also account for an incredible amount of lost income.  What ends up happening with raising taxes is that the middle class and upper middle class people (like many of us here) get screwed.  

I like a consumption tax with exceptions for utilities and people at or below the poverty line.

And welfare should come with strict restrictions with what you can use the money for and with the requirement that you must be either sick/disabled, working in some capacity, or furthering your education.  Furthermore, there was a timelimit proposed but I read a study where that is completely abused.  There are many receiving welfare for well over 3 yrs and not doing anything to change their status.

In california many years back they has a thing going (maybe still do?) where as long as a welfare was in school they got their benefits extended indefinitly. I was at some no-name juco then and I had several calsses FILLED with low-lifes. THey would enroll for some pointless class or another, and that fulfilled the 'continuing education' requiremetn to get their benefits extended.

Maybe this is different nowdays, but damn there were a lot of 3-credit 'students' there at that time. The college loved it because they got to claim inflated numbers, and most of them rerely showed up for class anyways...

MAJOR GOAL


The four purposes of TANF are:

    * assisting needy families so that children can be cared for in their own homes
    * reducing the dependency of needy parents by promoting job preparation, work and marriage
    * preventing out-of-wedlock pregnancies
    * encouraging the formation and maintenance of two-parent families.


Highlights of TANF
Work Requirements:

    * Recipients (with few exceptions) must work as soon as they are job ready or no later than two years after coming on assistance.
    * Single parents are required to participate in work activities for at least 30 hours per week. Two-parent families must participate in work activities 35 or 55 hours a week, depending upon circumstances.
    * Failure to participate in work requirements can result in a reduction or termination of benefits to the family.
    * States cannot penalize single parents with a child under six for failing to meet work requirements if they cannot find adequate child care.
    * States, in FY 2004, have to ensure that 50 percent of all families and 90 percent of two-parent families are participating in work activities. If a state reduces its caseload, without restricting eligibility, it can receive a caseload reduction credit. This credit reduces the minimum participation rates the state must achieve.



Work Activities – Activities that count toward a state’s participation rates (some restrictions may apply):

    * unsubsidized or subsidized employment
    * on-the-job training
    * work experience
    * community service
    * job search – not to exceed 6 total weeks and no more than 4 consecutive weeks
    * vocational training – not to exceed 12 months
    * job skills training related to work
    * satisfactory secondary school attendance
    * providing child care services to individuals who are participating in community service.


Five-Year Time Limit:

    * Families with an adult who has received federally funded assistance for a total of five years (or less at state option) are not eligible for cash aid under the TANF program.
    * States may extend assistance beyond 60 months to not more than 20 percent of their caseload. They may also elect to provide assistance to families beyond 60 months using state-only funds or Social Services Block Grants.


State Maintenance of Effort Requirement (MOE):

    * The TANF block grant has an annual cost-sharing requirement for States, referred to as maintenance of effort or MOE.
    * Every fiscal year each state must spend a certain minimum amount of its own money to help eligible families in ways consistent with the TANF program.

      Penalties

    * The Department of Health and Human Services (HHS) may reduce a state's block grant if it fails to do any of the following:
    * satisfy work requirements
    * comply with the five-year limit on assistance
    * meet the state’s Contingency fund MOE requirement
    * reduce recipient grants for refusing to participate in work activities without good cause
    * maintain assistance when a single custodial parent with a child under six can not obtain child care
    * submit required data reports
    * comply with paternity establishment and child support enforcement requirements
    * participate in the Income and Eligibility Verification System
    * repay a federal loan on time
    * establish and maintain work verification procedures
    * use funds appropriately
    * replace federal penalty reductions with additional state funds.



Personal Employability Plans:

    * States must make an initial assessment of a recipient’s skills.
    * States may develop personal responsibility plans for each recipient to identify the education, training, and job placement services needed to move into the workforce.


Teen Parent Live-at-Home and Stay-in-School Requirement:

    * Unmarried minor parents must participate in educational and training activities and live with a responsible adult or in an adult-supervised setting in order to receive assistance.
    * States are responsible for assisting in locating adult-supervised settings for teens who can not live at home.


State Plans:

    * HHS reviews state plans for completeness only.
    * States must allow for a 45-day comment period on the state plan by local governments and private organizations and consult with them.
    * The state plan must have objective criteria for eligibility and benefits that are fair and equitable.
    * The plan must explain appeal rights.
    * In order to remain eligible, i.e., continue to qualify to receive funding under TANF, States will need to submit TANF renewal plans during the applicable 27-month period described in section 402 of the Social Security Act. Only eligible States may receive a TANF block grant.


Job Subsidies:

    * The law allows States to create jobs by taking money that is now used for welfare checks and using it to create community service jobs, provide income subsidies, or provide hiring incentives for potential employers.

      Waivers:
    * States that received approval for welfare reform waivers before January 1, 1997, have the option to operate their cash assistance program under some or all of these waivers until the waivers expire.


Tribal Programs:

TANF:

    * Federally recognized Indian tribes may apply directly to HHS to operate a TANF block grant program.
    * Like States, Tribes may use their TANF funding in any manner reasonably calculated to accomplish the purposes of TANF.
    * The federal government approves tribal plans.


Native Employment Works Program:

    * The former tribal JOBS program has been replaced with the Native Employment Works (NEW) Program.
    * NEW provides funding to tribes and inter-tribal consortia to design and administer tribal work activities, while allowing tribes and States to provide other TANF services.

Funding
— In FY 2007, $16.5 billion is available for TANF.

Thanks for the info TA.  Now, the question is...is it enforced?  There were some great changes made by Clinton and the congress pertaining to Welfare reform.  I assume those are the provisions.

Right now, Middle Class pays Most of the taxes, and they spread their wealth to people who are worth Millions.  Coach fails to realize that... So this thread... is gay
