That's skewing the issue a little bit. It's 2 dudes who claim they are the new panther party. They are homeless guys who hang out at city hall and talk shit all day. Same as the black hebrews. Blacks can't intimidate blacks where they are at. It's 12th and Fairmount. It's all black around there.

Thats the guy they said was arrested, hence his absence from the video.

I saw the cell phone video. 

There was a black male with a nightstick who was tapping it in his hand.  Although he wasn't near any people at that time (he was beside a vehicle), he did appear to be a 'mildly disturbing' presence. 

Police were called.

After speaking with him, the man left of his own accord and no charges were filed.  There was no arrest associated with this incident.
