do they still have to bulk up? im trying to gain muscle and strength and lose fat
I would say that cardio should be priority number 1. Depending on how overweight you are, you should do something to accelerate your heart rate, walking is the least effective, cycling in the middle, and running being the best. Running will take the weight off the fastest.
As for lifitng weights, I think you should approach as something in between cardio and heavy lifting. Try not to rest more than 30 seconds between sets and don't lift weights for more than half an hour. You will still tone up quite nicely this way, but if you keep all workouts with fat burning in mind, then that is what you will get.
