Machiavelli in "The Prince" discussed this at length and came to the conculusion that it is better to be feared.Chazz Palmenteri in a Bronx Tale said the same thing.
It’s better to be respected, even better to be loved. Why? People will sacrifice for you and give you their all, when they truly care for you. That doesn’t happen with fear. Once someone stops being afraid of you, you're effectively POWERLESS!!!People who love you often give you what you DON'T deserve and spare you from what you DO deserve.

So, at no time in your life has anyone shown you mercy. You were NEVER spared the full penalty of a wrong that you did (not even so much as let off with a warning by a cop for speeding)?
Depends. If you're talking about enemies, then fear. If we're talking about employees and kids, then I'd say a combination of the two. If it's colleagues, then respect.
