dont worry about messageboard, pretty easy to install. i think globat package comes with one preinstalled.

They don't provide a decent Control Panel and No, you don't have anything like Fantastico that will let you install smf - you have to do it manually.

I'd rather go for someone like http://byethost.com/ - free hosting and really good service.

registering a domain is about $10 per year at places like godaddy.com, but then you need to host it someplace.  godaddy does offer such services, but there are many other places for $50 to $100/year.   then you need software installed.  if all you want is a message board like this one, which uses SMF, then you need a site that supports php and mysql.

you want to have a forum where people can post and read messages.   

so you need to
