Without a doubt.  Priest has the total package when it comes to arm development.  Trolls like Hulkster won't see past their own biases for one second to acknowledge another bodybuilder aside from Coleman.  If the topic was the greatest head of hair, they would post pictures of Coleman's shaved head.  Not unlike the posting of his calves, or lack there of.

hahah........Lee Priest's arms are fucking what..........12 inches long?  Gimme a break.  There are plenty of bodybuilders who have superior arms and are not dwarfs.

Don't worry, it's well documented how Dorian, in the same way as Haney, brought the standards down for arms the 6 years he was at the top. They can post the one b/w pic from 93 all they want, and compare it to Ronnie's worst look of his 8 wins, it's pointless. They only own themselves.

Yes he has great forarms. It's only the entire upper arm which is small, apart from in shots where he can squij his tris against his massive lats to good effect. 93 he had decent sized, but ultimately shapeless upper arms, every other year not even the size. When I first got into bodybuilding I actually couldn't work out how this guy got those arms past the judges.
