Zetas are violent former members of the Mexican Armys Elite Airborne Special Forces Group. It is believed that they were originally trained at the military School of the Americas in the United States. Almost all the weapons used by Cartels come from the U.S.A.

Of course it makes great sense.  Tens of thousands of people would sign up for work to do that and would probably even travel down there for a job to help build the wall and fence. 

Its solves or helps many issues all at once.
