Congressional Republican leaders deemed the following list "wasteful provisions." That's not necessarily saying that they fully support the remaining 98% or whatever it adds up to. That's just saying that they explicitly disagree with the following items. It's also not saying that 100% of all of the Republicans in Congress agree with that assessment made by party leaders. Learn to read critically. Anything more or less than that is you reading things into it that aren't there.
