Feb. 11 (Bloomberg) -- California Governor Arnold Schwarzenegger and legislative leaders are nearing an agreement to close a record budget deficit with tax and fee increases on items including gasoline and retail sales.

Lawmakers have a “common framework” in place, Senate President Pro Tem Darrell Steinberg, a Democrat from Sacramento, told reporters today.

Under consideration are proposals to raise the state’s sales tax rate to 8.25 percent from 7.25 percent; increase the vehicle license fee to 1.15 percent from 0.65 percent of the value of the automobile; a 12-cent per-gallon excise tax on gasoline and a 0.25 percent surcharge on income taxes, according to a lawmaker briefed by party leaders who asked not to be identified because the presentation was confidential.

Awesome, so we already pay the highest vehicle taxes of any state in the country, and the 8.25 percent sales tax is STATE ONLY, cities and counties all charge their own seperate sales taxes. Here it will be around 10% total sales tax.

Well shit, we need to pay for that fucking twunt and her four kids not to mention all the damn illegals here.  Maybe we should also make more people pay taxes in this state since 1% of the population of CA pays like 70% of the taxes.  Cutting spending would do a lot more than taxing more.  Too bad Arnie is a big pussy and is becoming more and more liberal.

I don't understand this statement.

Sales tax and car taxes screws EVERYONE, and it IS actually a 'voluntary' tax.

Your 85 Accord probably won't pass smog anyway....  ;)

“During the campaign I promised on day one to repeal the car tax increase,” said Governor Schwarzenegger. “Today, I am making good on that promise.”

Schwarzenegger rescinded the car tax increase by signing his first
Executive Order as Governor. (Available upon request.)

“Hardworking Californians who want safe, reliable transportation for
their families were hit especially hard by this regressive tax,”
Schwarzenegger continued. “Now, they will have more money in their pockets to pay for needed goods and services.”

In addition to rescinding the car tax, Governor Schwarzenegger also
affirmed his commitment to backfill money to local governments that gain revenue from the car tax.

“Local governments provide essential services like police and fire
protection. To ensure that those services continue, I have called the
Legislature back into session to address this important need.”

The lower and middle incomes pay all the taxes while the rich get away with paying NOTHING because of loopholes and write offs the middle and lower do not get. Make the RICH pay what they are suppose to and the states will have plenty of money coming in. Many states claim if they tax the rich...they will leave the state (quote by David Patterson.gov of New York) I say LET THEM GO...WHERE ELSE ARE THEY GOING TO GO??? If every state taxed them according to their incomes like everyone else, BILLIONS OF DOLLARS WOULD BE COLLECTED. But hey...they are the RICH... and with that comes the privilege of NOT PAYING TAXES...isn't that what Leona Helmsley said..."Taxes are for LITTLE PEOPLE"

That is only half true,

The poor and middle class get whacked by FICA, school taxes, fees, fines, surcharges, sales taxes, etc.

The upper class gets whacked by Income taxes.

Everyone pays way too much, its just that the lower and middle classes get screwed even worse because it takes a larger porportion of their income away. 

Its really a crime if you ask me.

This shows that Arnold knows jack and shit about basic politics and macro economics.

The stupid fcuk had to be a populist and didn't raise the taxes and no tax surplus during the past few years and now California is paying for it dearly.
  
These days Arnold should be bringing tax cuts and reforms to give relief to business and workers.

Sacramento has become so dysfunctional that the framework for an entire fiscal year's budget was put together with the active participation of just four of the 120 legislators.

And it was all done behind closed doors.

California (AP) -- Gov. Arnold Schwarzenegger tried Sunday to salvage a proposal to close California's $42 billion deficit after an all-night legislative session failed to produce a new budget.

The governor and legislative leaders from both parties warned that California faces insolvency unless the Legislature enacts a midyear budget fix.

Blame for the inaction was fixed on the state Senate, where Republicans were refusing to put up the three votes necessary to reach the required two-thirds majority. The Assembly appeared ready to pass the mix of deep spending cuts and tax increases but was awaiting signals that the Senate would do the same.

After meeting all night, both chambers called recesses Sunday morning so lawmakers could nap and shower.

The Senate resumed budget debate Sunday afternoon, though there was no indication it had the votes to adopt the spending plan. The Assembly was still in recess Sunday afternoon.

"I don't know what it takes for people to believe this really is a crisis," said Senate Budget Committee chair Denise Ducheny, a Democrat. "Maybe with a little sleep folks will appreciate the fact the governor and the leaders and many of us believe we have a budget."

The budget crisis is dire: tax refund checks and payments to state vendors have been delayed; some 2,000 public works projects have been stopped because the state has no money to pay for them; and California's credit rating is so bad the state can't get loans.

Schwarzenegger, meanwhile, has ordered furloughs for state government workers and has threatened layoffs for as many as 10,000.

"The only alternative now is to literally go insolvent and over the cliff, and many of us believe that is irresponsible and giving up our constitutional responsibilities," said Assembly Minority Leader Mike Villines, a Republican.
