Otherwise the economy will just cool down even more.

The problem is that the last president didn't save money and run the budget with a big and healthy surplus when the economy was booming the last 6-7 years.
Bush and the federal states, like California, should've cut expenses and raised the taxes. Raising the taxes would've cooled off the economy, prevented it from overheating.
Now it's time to slash taxes and boost spending.
