WASHINGTON – The notoriously slow Congress passed the $787 billion economic stimulus package in a matter of weeks. President Barack Obama signed it into law less than one month into his presidency.

So, just how soon will Americans start reaping the benefits of tax cuts in it?

By April 1, according to the president.

"Never before in our history has a tax cut taken effect faster or gone to so many hardworking Americans," Obama said Saturday in his weekly radio and Internet address.

He said the Treasury Department has begun directing employers to reduce the amount of taxes withheld from people's paychecks in accordance with the new law, and that in six weeks, a typical family will start taking home at least $65 more every month.

Obama says his signature "Making Work Pay" tax break will affect 95 percent of working families.

The $400 credit for individuals is to be doled out through the rest of the year. Couples are slated to get up to $800. Most workers are to see about a $13 per week increase in their take-home pay. In 2010, the credit would be about $7.70 a week, if it is spread over the entire year.

People who do not earn enough money to owe income taxes are eligible for the credit, an attempt to offset the payroll taxes they pay.

Obama's expensive and ambitious package of federal spending and tax cuts is designed to revive the economy and save or create 3.5 million or more jobs. It will inject a sudden boost of cash into transportation, education, energy and health care, while aiming to help recession victims through tax cuts, extended unemployment benefits and short-term health insurance assistance. It also will add to a rapidly growing national debt.

The president signed the measure into law Tuesday.

In his weekly address, Obama said he was grateful to Congress, governors, mayors and everyday people who supported the measure.

Still, he added: "It is only a first step on the road to economic recovery. And we cannot fail to complete the journey." He said the country also must stem foreclosures, repair the banking system, get credit flowing again and revamp financial industry regulations.

And, even as he promoted the record-breaking spending plan, he called for doing what's necessary to control "exploding" deficits as the economy begins to improve.

Obama is holding a bipartisan "fiscal responsibility summit" at the White House on Monday to talk about ways to control the trillion-dollar budget deficit. The next day, he is to address a joint session of Congress, a speech expected to focus heavily on the economy. On Thursday, Obama will send a budget request to Congress "that's sober in its assessments, honest in its accounting, and lays out in detail my strategy for investing in what we need, cutting what we don't and restoring fiscal discipline."

Do you have any idea how strapped people are?  $13.00 does not even cover the increased minimum payment many CC companies are charging people to carry balances.

$13.00 a week is good for three shots of JD because that is what we need with all this nonsense.

Good point about cutting government spending.

However, during a recession, stimulating the economy is important. If you slow down the cash flow, you risk freezing down the economy even more.

But I still think Obama should look through the whole budget and try to slash spendings.

If anything, he could re-distribute valuable tax dollars to worthwhile things that could actually help the economy instead of spending it on bullshit.

He's actually vowed to do this, and I will be disappointed if he does not introduce a few savings in the budget pretty soon.

He released a statement about raising the capital gains tax to 20%.  This is a big mistake.  Penalyzes all people investing in any kind of business.
Its clear, Obama is bad for business, bad for the upper middle class, and great for people on gov assistance programs.
His 'government can do it better' idea is very clear now.

He needs to cut spending.  Cut wasteful gov programs, do not pour useless, ill-directed $ into the economy (too late) and cut spending on oversees wars.  I don't see much of this in what he speaks of.  Also, we have the second highest corporate tax in the world...why?  If you want to attract private business, which employ the majority of people in the country, cut the corporate tax rate.  He clearly favors big government that has its hand in everything.  Gov is inefficient.  I am very dissapointed so far.

What "spending" should be cut? Be specific in terms of programs AND in terms of $$$. Don't give me earmarks or programs that are a drop in the budget bucket. Should we cut Social Security and/or Medicare?

Benny, you have apparently ignored the proven fact that cutting corporate taxes and capital gains taxes stimulates business.  In the past, gov has even obtained more $ after cutting capital gains taxes because more people invest in the market and businesses.  This isn't debateable.  Your just a big government guy, we are much different.

At least Iraq spending will decrease as the region is somewhat more stable.  The issue is still overseas spending.  We are pulling back funds and troops from Iraq but seem to be transferring them to Afghanastan.  Overall spending abroad must decrease because of our financial situation.

You are right but if you look at what is proposed in the spending bill, not much of it is going to stimulate the economy.  All these bailouts for home buyers, the welfare recipients, etc is doing is draining the American pocket book in the present time and also for the distant future.  I guarantee all the able bodied people on welfare (not counting those recently laid off) could get jobs but they would just be jobs they feel are beneath them.  These people could also join the military.  If you cut off all aid to illegals in this country, the BILLIONS freed up would go a long way.  California alone could cut 8 billion out of their budget if it wasn't for illegals.

No, but the idiots who bought homes with nothing down and chose not to read the terms of their loan are a major problem and don't deserve help.  Why should responsible home owners pay for their stupid neighbors?  People who lost their jobs want to work and don't want gov't aid, but need it...unlike the welfare leeches we waste billions on year after year who can work but don't want to.
