Sweden.
It's pretty good quality.
But the problem with ER care is that it's the most expensive kind of health care.
So the more people that can get treatment on an earlier stage, eg treat a failing kidney through proper medication, will save tremendous amount of money on health expenses nationwide.
Not only that, the national work force will be healthier, less sick days.
But issues like excluding illegal immigrants, making it only for US citizens is a vital concern.
An even bigger concern IMO, and what shootfighter is mentioning, is that the administration of this program can't be done by some large gigantic government body.
A very slimmed down effective administration is needed, and in order to do that Obama will have to revamp the whole system.
I question if he got the cojones and/or skills to do that.
IF he pulls it off, I will stand corrected and be very impressed.
