Heath's the only one who does come close to the arm size , shape , outstanding triceps/biceps/forearms it's a toss up

Agreed. Both of them are equally impressive in their own way and look good from all angles. I personally think Phil's arms are better cause they are longer (due to him being taller than Lee) and I also like how full & peaked his biceps are.

Not at all. Most bodybuilders with so called great arms (like Ronnie, for example) have forearms that aren't in proportion with the upper arm. Just saying Phil is one of the guys like Lee and Paul (Dillett) who has impressive forearm development too.
