New York State Democrats cheer as rest of us grumble

Just as the Chinese emperors of old imposed the Death of a Thousand Cuts, the New York State Democrats are proposing the Death of a Thousand Hikes.

Drafted in shameful secrecy, the new budget has a host of hikes that are incidental when taken one at a time:

A 500% hike in the surcharge on utilities, an average of $100 a year.

A $90 increase in the cost of health insurance.

A $1.20-a-month "public safety" tax on cell phones.

Another "public safety" surcharge: $10 a year on car insurance policies.

A 75-cent increase in the fee for a learner's driving permit.

A 24% hike in car registration fees.

A 4% increase in the tax on car service fares.

A 9% increase in the cigar tax.

A 58% increase in the wine tax.

A 27% increase in the beer tax.

Together, the increases are burdensome in already hard times, more so because the budget preserves as sacred $170 million in political pork.

There is one hike that is actually smart, that brought smiles all around to one small sector of the economy yesterday.

Even as the auto industry crumbled and the big banks teetered and the stock market slumped, there was cause for rejoicing among those who seek economic salvation a nickel at a time by collecting discarded bottles and cans.

The great news for them was the new state budget extends the nickel deposit to containers for noncarbonated beverages, including bottled water.

"Good!" declared 56-year-old Stanley Roszczeda at the redemption center at E. 124th St. and Lexington Ave. "More money! That's good!"

Roszczeda is from Poland, and he worked as a waiter until he slipped and broke his hip last winter. He now sets out daily with a cane to troll for refundables. He finds a redemption beyond the one that comes nickel by nickel.

"Ja pracuje!" he said. "I work!"

Roszczeda finished depositing the morning's collection of cans in one of the center's seven machines. The machine dispensed a white chit to be redeemed for cash in the adjoining supermarket.

"Wesolego Jajka!" Roszczeda said. "Happy Easter!"

At the next machine stood Matthew Brown, equally cheered by the prospect of expanded deposits.

"That'll be good for a lot of people," Brown said. "The sooner the better."

Brown has been collecting for two years. He has established a regular route uptown where people set out their bottles and cans for him.

"Maybe in the summer I'll go downtown," he said. "Everybody say, 'Go downtown, that's where the money is.' But you got to bring it back."

As it is, he earns enough to get by.

"I look to make $50, $60 a day and then call it quits," he said. "You make your own time. I don't have to pay taxes."

The redemption center is operated by the Tomra Co., represented by 24-year-old Ainsworth Ferril. He gauges the economy's condition by the increasing number of well-dressed people among the depositors.

"Since the recession, you see working people bring in all their cans," he said. "Before, they gave them away. They had too much pride to come. Not any more. People tell me they got laid off, they lost their job."

Ferril figured this was sure to impact the street collectors such as Roszczeda and Brown. The inclusion of water and juice bottles comes just in time.

"It's also helping the environment," he noted.

He was uncommonly upbeat, seeing the varied depositors as figures not of destitution but of resilience and determination.

He feels sure that spirit such as he sees at this bottle bank would carry us through the disaster wrought by those other banks and financiers downtown.

New York is still New York.

"This is the place where it happens," he said. "This is the capital of the world. Things are looking bad, but it's going to bounce back and be better than ever."

Welfare recipients, college students win budget battles
By Jay Gallagher • Albany Bureau • March 31, 2009

Here are some of the winners and losers in the budget that lawmakers plan to start passing today.

WINNERS: Welfare recipients, whose grants will go up 30 percent over three years, after no increase for 18 years.


LOSERS: Wealthy people, whose state income taxes will increase by 20 percent or more (although being able to deduct them from federal taxes will offset as much as 35 percent of the levy).


WINNERS: Environmentalists. They finally will get an expanded bottle bill that will require a nickel deposit on water bottles, as is required now on beer and soda containers. The measure will also generate $111 million for environmental projects.

LOSERS: Grocery stores and consumers, who lost a fight to allow wine sales in food stores, a move likely to have led to lower prices. Lawmakers were afraid of the job losses if the change drove mom and pop stores out of business.


WINNERS: Majority-party lawmakers, who were able to persuade Gov. David Paterson to go along with spending $170 million on pork-barrel project for their districts - one of their most potent political tools. Minority-party lawmakers only get what amounts to scraps - a few million dollars.

LOSERS: Utilities, who saw the tax on their gross receipts go up sixfold, to 2 percent, which they will have to take the grief for collecting, before turning over all the proceeds to the state.


WINNERS: Low-level drug users. Under a measure to be passed as part of the budget, they will be able to be sent to treatment programs rather than to prison at a judge's discretion.

LOSERS: State workers. Although they will still get a 3 percent raise and won't have to work a week without pay, as the governor proposed, close to 9,000 of them could be out of a job by this summer. On the other hand, they did fend off a Paterson plan to reduce the pension benefits of future civil servants.


WINNERS: College students. Lawmakers and Paterson agreed to restore about $40 million the governor had wanted to cut from tuition assistance and also set up a new $350 million student-loan program.

LOSERS: Residential property taxpayers. Gone is a $1.5 billion rebate program, and attempts to replace it with a property-tax "circuit-breaker" that would limit tax payments based on income was not included in the final deal.


WINNER: New York City. Paterson had proposed cutting $328 million in state assistance to the city government. Both houses of the Legislature, dominated by New York City Democrats, put it back in.

LOSERS: Correction officers. The budget calls for closing three minimum-security prison camps and six youth-detention facilities that employees argued were needed although many beds are empty.


WINNERS: Telecommunications companies. They persuaded lawmakers not to include them in the increased gross-receipts tax on utilities, leaving only customers of gas and electric utilities to foot the $538 million bill.

LOSERS: Good-government groups, whose complaints that the whole budget process was far too secretive, were mostly ignored by Paterson and legislative leaders.

State taxes in most states will skyrocket, in order to pay for the new unemployment claims and yes, lots of new foreclosures.

I am moving the fuck out of NYC as soon as I can. This whole city is going to turn into the extremely wealthy, the crooked politicians and the poor criminals. Hopefully they will all live together and kill each other so I can move back one day.

I can feel it up here in the Bronx.  Things are going to hit the fan.

I would not be surprised if we are going back to the early 1990's level of crime not too far from now.

If I lived in NY and could leave, I certainly would at this point.  Let the city know what it is doing to its citizens and businesses is unacceptible.

Its funny how several European countries (and leaders) now see some issues with socialism and are trying to back away from that model.  They are questioning their big gov programs, lax immigration policies and heavy taxation while Obama is moving toward that model.  Obama and the liberals should look to what made this country great instead of turning us in a direction Europe went a decade or two ago.

I loved England when I was there (more about the history, people and architecture) but what a study in a way to loose status as the world's leader.

Welfare payments are going up 30% to the bums, plus local towns are having to increase property taxes because the state is not funding Education.

Its getting crazy.  We have a huge rally for April 25th to protest taxes.

Even my parents want to go!

Its getting crazy.  We have a huge rally for April 25th to protest taxes.

Even my parents want to go!       

We're getting a tax hike too. Upstate gets hammered because up to 75% of bond issue funds end up subsidizing the city.

Exactly.  We must send a clear message to government to limit its spending and forced dependency programs.  Some change in the time of a recession may be acceptible but the administration's spending plans put us on a 10 year deficit budget.  That is irresponsible and unacceptible.

I just sent out a great letter to my reps and had all my business collegues sign it as well. 

My parents actually called me and want to attend the tax protest we are having here.

Yeah, great tune.

I'll be in Manhattan for a medical conference in August (MRO course).  Visiting there will be fine, living there is the issue with all the taxation.  How can we not learn from California's mistakes?
