I go by case by case. What were reasons with each case. Working with the my states Judiciary I have learned to never assume anything in black in white, regardless of who is at fault. I want to know the Who, What, Where, Why, How, When, etc. Just becaue the British Crime survey says that they were racially motivated, means little, what does the file say. Funny thing that happened back in our Civil War. The North captured two abassadors to Britian and France from the South (so the story goes), and the there was alot of hooping and hollering, and what not.
