Just so that you know, the cell phone system knows which cell tower you are nearest for every cell phone. It maintains a database that is constantly updated. That is how the system knows how to route the calls.
This is also true for "Onstar" service in cars.
If you have a tollway tag on your car so that you don't have to stop at toll plazas, many locations have systems for "pinging" the tags even on freeways that are not tollways. If you look up and see things that look sort of like TV antennas, or "Eskimo pies" angled down towards the lanes, that is what pings the tollway tags. That is how traffic authorities can measure how well the traffic is moving. The byproduct is of course, the database that it generates.
