I'll tell you how fucked up the situation is close by, in Sweden. In Sweden use itself is illegal, meaning if you test positive you committed a crime. Police can pick people off the street if they look muscular and test them.
Recent modus operandi: there is an anti doping commission that goes to gyms and asks people to take doping tests. What is happening recently is that they work with LE. They ask you to pee in a cup and if you refuse the Police steps in since there is now a reasonable cause to suspect you committed a crime. Now you're forced to pee, either right there (the easy way) or by the station (the hard way) and there is a chance they will also search your residence.
