If the plan succeeds, that $ will be used to fix america's economic woes.
if the plan fails, that $ will be gone, there will be no more to borrow, and we will suffer a ten year depression, if not worse.

The biggest irony of all will be, if the plan fails, Billy and his safe existence in insulated connecticut or wherever will be disturbed by a whole lotta bad guys feasting on those living well.
