Yea, apparently he just woke up to speak to them.

he really didn't sound to convincing "clearing up the mess"

This is how I interpreted what happened although he wasn't exactly coherent

Ronnie was pulled over for speeding

He no longer works for Arlington PD, but he does work as a reserve officer for the Dallas PD

He didn't have his Dallas PD badge with him, but he did have his old Arlington Badge, so he showed the officer that, making it clear that he didn't work for Arlington anymore.

The officer called Arlington PD and found out that Ronnie no longer worked for them, so Ronnie was arrested.

He was out on a $1000 bail within an hour

He's very humiliated

He would not have been arrested if he made it clear that he was no longer a police officer.  He tried to flash his no longer valid credentials to get out of a speeding ticket and got busted for it.  Plain and simple.
