Why in the world when he was either in front of, or behind the blue car, didn't the person run over him? I would have and not even blinked.

He's in Vegas. That big souvenir/trinket store is pretty well-known, but I think only locals shop there. Weird. You can also see the Stratosphere in the background.

Vegas has a large, seedy underbelly, full of both whites and non-whites.

The difference between Vegas and Atlantic City, however, is that in Vegas, they keep the vagabonds away from the main tourist sections and FAR from the bigtime Strip hotels. In AC, they mix-and-mingle with people who are paying $400/night for a room. $:-\$

no, beheading is the punishment for murder(with the intention of killing and not by mistake) and other crimes such as drug dealing(steroids are not categorized under drugs).
