Not one bit chick.  Not one bit.  She was acting like a complete jackass and I love that he tazed her ass.  Yes she deserved it.

BUT, it was excessive in that he could've subdued her with less forceful means.  That's what a cop is supposed to be trained to do.  I've done that job and know it is tough in the situation to not get pissed and use lots of force.

Chick, she is 72.  She easily could've been taken down without that excessive amount of force.  Actually I think that cop gave other cops a bad name.  Cops are to be trained in using the correct amount of force.  This was excessive.  Please look into the force continuum.  I'm surprised that you didn't learn that.. we're both from NY academys

Yep...and here is what I learned:

FACTORS:

Nature of offense
3rd party actions
Physical odds
Feasibility / availability of alternatives

May use whatever force is necessary and reasonable under the circumstances to protect from imminent bodily harm

There are four elements necessary to be present for the use of force to be justified. Those elements are ability, opportunity, jeopardy, and no reasonable alternative.

In level I, the subject is considered compliant. The officer's response would be the use of verbal commands and simply his presence. These are known as cooperative controls.

In level II, the subject is considered passively resistant. The officer would respond with contact techniques such as the escort position and other touch techniques.

In level III, the subject is actively resistant. This level would require the officer to use compliance techniques, such as OC spray, or control and restraint techniques.

Level IV involves an assaultive subject. The officer operating within this level of the model would use defensive tactics and impact techniques along with intermediate or personal weapons.
Level V on the use of force model is the highest level of force, deadly force. Here, the subject is in the assaultive stage and is an imminent threat to cause death or serious bodily injury. The officer would be authorized to use deadly force to stop the subject.

Police officer's would shoot to stop in a deadly force scenario. Shoot to stop means that police are only permitted to discharge firearms to make the subject stop committing deadly force. Police are not authorized to shoot to kill or wound.

The use of force is conduct that invades another's interest or personality. If you are not privileged to use force, then the use of force will constitute assault, battery, or false imprisonment.

Excessive force is force that does not fit the totality of the circumstances. It is considered force beyond that which is needed to resolve the situation.

Reasonable force is force that is not excessive. It is an appropriate level of force that is needed for gaining compliance.

Constructive force is any force that produces fear sufficient to suspend the power of resistance and prevent the exercise of will. An example of constructive force is a group of officers surrounding a person.

Right Chick, that is one model of the force continuum.  I learned a differenct one, but generally that's it.

Awesome....than you can clearly see, she is between level 3-4...and the officer chose to go to the taser....could have pepper sprayed her as well if he had it on him.

A 10 page thread, debating whether or not police should use a tazer on a 72 year old woman. Wow.

"Clearly" is, as debated before, the word today.

I don't see her resistance that high.  I think, being 72, she was at level II.

This would allow for the next level up in force, level III.

He used level IV impact weapons.

We can debate this all day and get to the same conclusion... we simply disagree.

Actually, we do agree on one thing....that it was HER actions that prompted the chain of events.

She signs the ticket, she's home watching Wheel of Fortune with her cat...

Actually Chick, he was not sane and rational.  He acted like a kid having a temper tantrum.  You should recognize that now that you have a child.  He started screaming at her as soon as they were at the end of the vehicle and never stopped, not to mention threw his ticket pad down on the ground like a spoiled brat.  Yes, she was mouthing off but he never once kept his calm once she was out of the vehicle.  He screamed, shoved and tazered.  He never spoke nicely to her (not that she did to him, but HE is the one who is supposed to keep calm, cool and collective).  And I don't blame him one bit for being angry, not at all, I would too, but again, it is HIS job to keep things together.  Screaming at a 72 year old person, shoving them back and tazering them is NOT keeping things together.  Things may have been different if he explained to her that it was important for them to move to the passsenger side of the vehicle so they wouldn't get hurt.  He could have nicely put his arm around her and said "I know you're upset but lets move over to this side so we don't get hurt and I can explain to you what this signature means...." which is what he's SUPPOSED TO DO...keep everything/everybody calm & safe.  Instead he screams back at her like a little kid, shoves her like a bully and tazers her like an asshole.  The tazer is supposed to be used instead of drawing your gun when the officer feels threatened.  Not to contain an elderly person who wants to get in her car.  Like w8m8 said, all officers are trained to know how to use the wrist twist and subdue motion, he did not use it.  He did grab her wrist once...if a grandmother can pull away from him like she did, so easily, then he obviously didn't pay attention at the academy.

Hell yes.  The man completely lost his cool.  Hope his conduct is reviewed by someone other than his buddy Sheriff Shitkicker.

..

I bet there's not many people who've seen things like that Laura and will say so , bravo to you ... ;)
It's not ever going to cease to amaze me how wrong behavior can be explained away by the brotherhood of blue.
I agree they mostly don't see it themselves , that's too bad too.

It doesn't surprise me on Getbig to see some of the things people say , but I get surprised now and then by how different people really are.
All of the rough tough bantering talk give the place the "charm and attraction " it has that is undeniable.
But when I consider it's a bunch of big strong bodybuilding guys , all so masculine and hard sounding .. I am a little bit struck by the thought they can't see any other way to handle an old lady .... and that she was such a dangerous threat to anything

the woman lost her cool, first off a officer greets you politely how is your day, may I please see your license etc etc, she is the one who took the whole situation out of control, she never even need to get out of her car, or start yelling, refusing to sign a ticket is just plain stupid, there is a process to go about if you want to claim you are innocent, go to court easy as that, not sure if she thinks she is above the law?

Maybe he wanted to taser her.
Pretty easy to escalate a situation until you can finally taser someone.
Some cops build up a lot of frustration and need to unleash some anger.

I was arrested by mistake when i was young by good cops and bad cops.

I was walking in a park, cops running and shooting after some suspects.
(Already making mistakes shooting and running full speed at the same time)

They thought i was one of the suspects, cuffed me standing.
They were adrenaline pumped, no use explaining things atm.
The cops did everything they could to try to make me disobey any order.

"ON THE GROUND NOW!!!" less than 1second later they pull away my legs
trying to make me fall on my face "Fucking do as you are told!!"

I just bounce on my pecks while they are still holding up my legs, no harm done.
I could see they get mad now.

"Don't say a fucking word!!!"

Cops starting to ask me questions
I start to answer...then:"WE TOLD YOU TO SHUT UP!!"
"One more word and we will hammer you with the sticks, this is the last warning!!"

Cops keeps asking me questions while screaming:"FUCKING ANSWER!!!"
I did not say a word, they could not beat me.

Patrol car came and told them they got the wrong guy.
I invite them to spar with me at a local gym to get them back, but they
just jumped into the car and drove away in a hurry.

Some better cops:

I was driving around on a holiday, forced to stop by two civilian cars.
civilians open my door trying to drag me out, I drag him into the car instead.

They make me give up by pulling guns on me.

No beating at all even when I rapechoked one of them in my car,
leaving a purple mark on his throat.
