Thats the hard part bro. I certainly don't have all the answers, just opinions.
I do know that its essential for kids to have family and role models that show them the way, teach them, love and support them, show them good work ethic, how to be proud of themselves and have respect for others. This is all too often not happening in poor and some predominantly minority communities. And there is an epidemic of young unwed mothers and fathers who skip out. Thats certainly bad on a large scale.
Its important to have good people/friends in the community that watch out for each other. For adults to help set appropriate neighborhood behaviors in the community and ban together against the destructive elements.
The problem is how to break the cycle of dysfunction. Not easy. These traits and skills aren't determined by economic status alone. Many people came here poor but had strong family, love & support and strong work ethic and elevated their economic status within a generation or two.
