WASHINGTON — States would be required to ban driving while texting or face the loss of highway funds under legislation being pushed by a group of Democratic senators.

Aimed at reducing driver distraction and highway deaths and injuries, the proposal follows a series of studies showing the dangers of drivers taking their eyes off the road to operate the handheld electronic devices.

Fourteen states and the District of Columbia have passed laws making texting while driving illegal.

"The federal government ought to pass a law banning this dangerous and growing practice to protect the millions of Americans on our nation's roads. It is a matter of public safety," said Sen. Charles Schumer, D-N.Y., who was to unveil the legislation today along with Democrats Robert Menendez of New Jersey, Mary Landrieu of Louisiana and Kay Hagan of North Carolina.

In a study released earlier this week, the Virginia Tech Transportation Institute found that when drivers of heavy trucks texted, their collision risk was 23 times greater than when not texting.

Dialing a cell phone and using or reaching for an electronic device increased risk of collision about six times in cars and trucks.

The Virginia Tech researchers said the risks of texting generally applied to all drivers, not just truckers.

The legislation would require states to ban texting or e-mailing while operating a moving vehicle or lose 25 percent of their annual federal highway funding. It would be patterned after the way the Congress required states to adopt a national drunken driving ban.

The transportation secretary would be required to issue guidelines within six months of the measure being signed into law, and states then would have two years to approve the bans on texting and driving.

States could recover highway funds by passing the legislation following the two-year period.

The bill would target the activity in a moving vehicle and not prohibit a driver from texting or e-mailing in a stopped car.

texting while driving is ridiculous.

So is putting on makeup, drinking hot coffee, trying to discipline your kid, etc.

this is why I think higher speeds are necessary and stricter licensing requirements. Keeps people concentrated on the roads and the cars ahead of them.

Yes you are wrong.  I have referred to Obama as a "quasi-socialist."  Smiley  But I'm on the verge of calling him an outright socialist.

I don't really have much of a "general philosophy" and I don't belong to any political party.  That's why I vote for whomever I want (e.g., Clinton twice, Bush twice).  The "Dems suck" is a little too simplistic for me.  I do not go on the "state's rights" rants.  I don't really care much about the differences between political parties.  I do have a problem with much of what liberals stand for these days, and I think the mindset of many liberals is dangerous, but I'm not a big fan of the current Republican party either.  Both parties are floundering.

So this thread is supposed to contradict my earlier statement that "I do not go on the 'state's rights' rants"?  Ridiculous.  This thread hardly constitutes a rant.  In fact, when I said "local" I was referring to counties.  We have have a cell phone ban in Honolulu county but no other county.  That's not a "state's rights" issue (or rant).    

Nor do I consider this a liberal or conservative issue.

That was the point I made in the thread I linked to.

Check this out true story from TODAY!  

I had to go to pick up a check today in N.J. for a client.  While I was waiting outside for the guy to arrive to deliver the payment, I was standing around when I heard a woman screaming across the street thinking she was going to die.  She was jammed under a car and was screaming she was going to die.  

It turned out that she left the car running while her four dogs were in the car.  She was going into the cleaners or something.  She put the leash around the shifter to keep the dogs in place.  As she came out she opened the trunk and the dogs got excied.  The dogs got excited and put the shifter in reverse.  The car ran her over and people had to save her.  Unreal.
