I am a man who likes to have cereal with semi skimmed milk.
If im serious about dieting should i cut this out? Why?

You don't need to cut it out. Like with sodium, you only need to worry about it if you want to get into contest condition (water retention), and even then it's questionable if it makes a significant difference.

Too much milk sugar,aka Lactose=carbs......plus for some reason,it smooths you out.

Anything in the single digits as far as bodyfat is concerned is never an "only"



Cut the lactose sugars.

(Most adults don't have the enzyme lactase, so in theory the lactose should drain the body from water through osmosis and give you a drier look. Just in theory.)

I cut out dairy products when dieting, no specific reason, just never found a place for it.  In the off-season I don't really have it either (I used to though), but now I'm thinking of adding it back in with my protein shakes just as a way to up the calories...

Correct!
As we all have experienced - diarrhea and gases!
The osmotic gradient lactose "creates" drains the body of water and sodium resulting in the flat look...

You can "get back" the lactase-enzym by drinking a lot of milk.. it took me several months before my body started to activate the enzyme.

But as I stated - "Just in theory."  :)

So is oatmeal, sweet potatoes, and brown rice (broken down into glucose). 


Milk is no better or worse than any other source of carbs.  A cup of skim milk a day won't kill you.   Seriously, where do these bodybuilding dieting "rules" come from?  ::)

if you want to get in your best condition..Cut out ALL sugars and skim milk is loaded with sugar..there is more sugar in it then protein..

For your application, one cup of skim milk in the morning is more than okay. People are overly concerned about the sugar content and the glycemic response. They fail to realize that once protein and/or fat is added to the equation, the glycemic index can be thrown out the window. There is also the sodium content, but that too is negligible in the grand scheme of things (for your application).
