He's pretty much always had striations in his legs...
...but for being vascular, I've never seen his back with that kind of "road-map-like" look to it, even though the lighting sucks. His veins on his shoulders, literally both of them (1 to each side) have seemingly only been there the last year or two, but I only noticed that when someone here pointed out that he was the least vascular guy on the stage.

This is Jay Cutler, though. We shouldn't be too impressed. I know guys on the local scene and National scene who can get that lean. Jay is a professional who's a multiple Mr. Olympia. This should have always been the norm for him.
