Second, post your proof about the educational system and the context. If your going by the UNICEF report, you're dead wrong. Going by another report? POST IT.

You aren't making a fair comparison... that's a measure of Cuba's public education system compared to America's entire schooling system (both public AND private).
Compare Cuba's (only) public system against America's PUBLIC SCHOOL SYSTEM (even including colleges) and Cuba is actually streets ahead.
Many sources criticise the WHO report on this point as it doesn't take into account the poor standards of America's (non-science) private college system. Many colleges in the US give (Arts/Humanities) degrees once the tuition cheque clears, irrespective of academic ability. I know there are enough illiterate college grads in the NBA and NFL to validate this point.
If the American system was merit-based (like Cuba's) there wouldn't be so many Americans in college, nor so many colleges.
Also... American kids who drop out of public school to be "home-schooled" then drop out before sitting their SATs are included as being in school for all those truant years.
Also... American kids who are expelled from the public school system in the US are often "assumed" to have moved out of state, thereby allowing those states to meet mandated Federal enrollment standards. Even though the kids never attend.
Cuba's figures are just more honest than the US's... "No Child Left Behind" has encouraged widespread statistics manipulation in the US system. Sad, but true.
