That's Mario Mugavero.  I took that photo of him.  Great guy.

This was the week after he won the Iron Man in Fontana, California.  This is the show that later was moved to Culver City and eventually renamed the Excalibur.  Mario won the overall the year after future murderer Craig Titus won it. 

I've lost track of Mario, but I don't think he ever competed again.  Sexy guy.
