I'm going to also guess this was a halloween prop or something that was never meant to fly and never meant to have a box or basket attached which means the two might have been in on the idea together.  They probably thought it wouldn't go far and they would just float around the area.

based on the reporting, not me.  I was just saying he wasn't said to be in the balloon but something attached to the balloon.  also I really don't care what it sounds like to you.  I'm just happy he wasn't in the balloon, this could have been a real fucked up story.
