We live in a complex country.  it's reasonable to think there are 30 areas, from agriculture to defense, that require a dedicated person to coordinate all efforts so that 310 million people can have smooth, safe lives.

You might say it would be irresponsible NOT to have a person to supervise and manage these major and important services.  bush and obama would agree, as evidenced by their own czars.

Did clinton have czars?  Mccaffrey comes to mind?   How about Bush1?  Are we complaining because obama has a group of managers/czars when other presidents have been doing it for decades?
