Gotta love that place.  Another infamous place for getting "deals", but the prices are pretty much the same.

they used to have incredible prices, like 5 years ago.  today they're good but not standout.  paid for commercials, etc

It can vary...A lot of merchandise at outlet malls and the like are things that didn't sell well at other places.  Sometimes the stuff can be quite off beat.  When department stores used to have bargain basements, they would sell things at a discount there that didn't do well in the main part of the store.  Now they pack it up and ship it to an outlet place far away. 
As an example, the Katy Mills Mall in Houston.
