 Done on the streets of Chicago and you can catch a bullet flying at you or your car.

 On the Mean STREETS of The Chi it means 'Deuce Luv'.

So it is a gang sign?

I'm sure I've seen pics of Big Mal doing it and he seems a bit too Theodore Huxtable for that kind of hoodlum behaviour.
