Yep. The truckers would park their rigs right there at the river and walk across to pick up their dope.

This one dude told me he walked across the bridge one day into that plaza area and he thought they were shooting an action movie or something like that but it turned out to be the rival cartels firing at each other with automatic weapons.....Probably a bullshit story but at the same time I wouldn't completely discount it..... I remembered reading about a Sheriff or Mayor over there who got shot like 20 or 30 times a few hours after being sworn in and promising to "Go after organized crime in his city".
