it's a conspiracy in that the dumbass terrorist sure had help getting on the plane and building the bomb material. So by definition, more than 1 person was involved in a crime. That's a conspiracy.
beyond that, it's currently hard to distinguish between "let it happen", "made it happen", and "just too incompetent to put him on no-fly list". Not enough info to do that.
