Regardless of Clinton's surplus numbers it was a very prosperous economic time.  Some will say Regan set it up or Bush 1 set it up for him, others will say it's because of a democratic president, yet others will add it's because of a republican controlled house.  To be honest the president does have a lot to do with it but really Clinton was helped by a dot com bubble and a recovering financial market that had crashed during the 80's and was moving into an historic high. 

That being said i don't agree with deregulation and tax cuts across the board.  I prefer a more democratic approach where taxes are cut for lower income earners and capped at 40% for higher income earners.  User pay taxes appeal to me to make up for any shortfall there may be from a lack of income tax.

They shouldn't.  The first $20K-$25K you earn should be federal tax free.  There should also be a maximum of 25% capital gains tax for anyone earning that amount.
