Bias Intimidation is a crime in which a particular group of people are subject to harassment and it doesn't have to be face to face....ex Cyber-Stalking.  It wasn't really much of a violation however its more commonly pursued due to the Matthew Shepard and James Byrd Act passed as well as a hate crime.

This kid may also face federal charges for bias violation of civil rights as well.
