On May 21, LaHood told reporters at the National Press Club that the “Partnership for Sustainable Communities’ his department had formed with the Environmental Protection Agency and the Department of Housing—sometimes known as the “livability initiative”--was designed to “coerce” people out of their cars.

“Some in the highway-supporters motorist groups have been concerned by your livability initiative,” said the moderator at the National Press Club event. “Is this an effort to make driving more torturous and to coerce people out of their cars?”

“It is a way to coerce people out of their cars,” said LaHood.
 
The moderator later asked: “Some conservative groups are wary of the livable communities program, saying it's an example of government intrusion into people's lives. How do you respond?”

“About everything we do around here is government intrusion in people's lives,” said LaHood. “So have at it.”

Uh Hello Stupid...They don't come right out and say we are banning cars, or cigarettes or anything...What they do is Tax you to death to stop you, or raise the price to ridiculous levels, or they stop the importation or manufacturing of something until eventually out of a loss of supply or affordability you stop using. This supposed making roads more accessible for bikers, eventually will become a pollution issue where the bikers will complain of not being able to enjoy their bike ride because of the car traffic's pollution. This will set off regulations to limit and then ELIMINATE cars all together as they will impose tolls on the roads for cars (for the sake of pollution control), then they will reduce the road traffic to one lane for cars, then additional fees will be attached to owning cars, driving on the highway, pollution until the driver "voluntarily" gives up driving. All to the happiness of the biker, but to the CHAGRIN of the driver.

They are not banning cars per se, but this article is very clear that they are again infringing on your freedom of movement and travel.

I live in a cold climate and have no issue taking public transit, walking or biking unless it's super icy.  I see no problem with this there are amazing products out there to rid your area and city of ice that don't involve harmful salts and chemicals.
